Colonel,
The Genl. Commanding directs that
you answer the following questions without delay:
I. Are the soldiers of your command so disaffec-
ted in consequence of the delay of the government
to pay them as to threaten desertion in mass, or
in considerable numbers? Have there occurred any
desertion in your command?
II. Is the order now in force, requiring the officers and
soldiers of this command to board and lodge in
their camps violated by the officers and soldiers
of your command? If so what steps, if any, have
you taken to enforce obedience? Do any of officers
or soldiers of your command board or lodge in
town?
III. Have any officers or soldiers of your command in any
other command belonging to their divisions, to
your knowledge, or information, forcibly abducted
colored females – mothers & daughters – for the
purpose of prostitution? And if to have the gov-
ernment teams been used for that purpose? And if
so by what authority?
IV. Do you the officers under you exercise the
authority necessary to military discipline? If so
