Sir, 
	I am gratified to be able to con- 
gratulate you upon your promotion  
and appointment as Maj. Gen. of Vol- 
unteers in the United States Army. 
	Thanks to God that all of our  
Maj. Genls. were as deserving of prom- 
otion as I believe you to be, and that  
all of the officers of our army ware  
animated by the same patriotic ar- 
dor which has characterized yourself,  
and such men as J. C. Fremont, 
C. M. Clay, B. F. Butter, W. S. Rosecranz,  
(and others of the same stamp) and  
that they ware in their proper places  
with proper commands.  If this ware  
the case this damnable slave holders  
rebellion would soon be ousted
