General,
Your communication was recd.
in due time, and I immediately called the attention
of the Sect. of War to the subject, with your letter.
He stated, he would consider the matter in a
few days, but he has not returned to me any answer
though he has probably written to you.
Since my return to Washington I have
constantly urged upon the minds of the President
and Sect. of War, the justice and importance
of my request of last September, that you be
promoted to the rank of Maj. General. After my
statement to the Indiana delegation, of the universal
desire of the loyal people of West Va. as well as
our troops; all of them signed the recommendation
with one exception.
Mr. Colfax has done all in his
power to accomplish this desirable object, and
he with myself have now no doubt of success
and if having the pleasure of seeing you in
command of the Dept. I so often spoke of,
