General Orders
No 35
As the issuing of rations from Government
supplies to Citizens and other persons not in the employment
of the Government is prohibited and as almost daily
applications are made to Commanding Officers of posts
and stationary detachments in all parts of this District
by indigent and destitute persons for subsistence which
cannot be furnished except from private means which
are becoming exhausted, and as common humanity requires
that these people should not be allowed to suffer and die
in our midst from starvation, and as the want and misery
from which these persons are suffering has been occasioned
by the devastations of war, brought on by a wicked and
causeless rebellion; and as those in sympathy with the rebellion;
with its aiders and abetters should as far as possible be
made to bear the burdens and alleviate the want and
misery it has occasioned. It is therefore ordered, as
follows:
1st Officers Commanding posts and separate detach-
ments are directed to make assessments upon persons
of rebel sympathies and proclivities residing within the
limits of their respective commands, not to exceed five per acre
upon the value of the property owned by such persons to be paid
in provisions or cash as may be ordered.
