Baltimore July 13th 1863
Colonel,
Having by order of the General in Chief
been deprived of my command and placed
in arrest for some supposed error or miscon-
duct in connection with the evacuation of
Winchester but supposing that my official
report which showed plainly that I had
obeyed orders punctually and performance
my duty to the best of my ability, would
disabuse the mind of the Genl. in Chief
in relation to my conduct in that
matter and cause him to order me to
be restored to duty. But my arrest having
expired by Limitation some two weeks ago
and still receiving no order returning me
to duty I must believe that blame still
wrongfully attaches to me. I therefore
respectfully demand a court of inquiry
to have evidence pronounce upon my
conduct in relation to said evacuation
that I may be speedily restored to duty
as this in action under the apparent
censure of my government is most
painful to me.
