                          Tullahoma, Tenn 

                                             May 5th, 1865 

I hereby certify that I have had under 
my orders for the last six months several 
squads of volunteer scouts engaged 
in drawing out & exterminating gamblers.  That 
these scouts being employed  but not 
mustered with the service of the United States 
had no commissioned officers to whom ammunition 
could be issued & propperly receipted for. 
That I order Lt. H. J. Rice, 177 O.V.I. & acting 
ordinance officer at this post to issue 
Spencer Rifle ammunition to said scouts. 
That I did in obedience to my orders 
issue to said scouts from time to time 
till I had issued to the amount of 1200 
rounds to them. That said ammunition was 
expended by said scouts in the service 
& for the best good of the service.
