General,
I have the honor to request of the
Major General commanding the military district
of the Mississippi, permission to prohibit
from circulation in this district the following
named newspapers, Viz, “Cincinnati Inquirer,”
“Freemans Journal” (N. Y.), “Metropolitan Record”
(N. Y.), “Chicago Times,” “Louisville Democrat,”
“Louisville Journal,” and “Nashville Press.”
All of said newspapers are circalative to
some extent for this district and for the
following reasons among others, the good of
the service and the best interests of our
country demands, if not their suppression
at least the stoppage of their circulation
among our soldiers, and in the states
that are, or have been in rebellion
against the government, and when disloyalty
or an unhealthy loyalty prevails.
1st The morale of the soldier depends in
a great measure upon his faith in the
justice of the cause for which he is battling: anything
that tends to weaken this faith and make
him believe that his cause is weaken are unjust, is dem-
oralizing, and injures his efficiency for service.
