Your communication of the
4th inst. in answer to a communication from
Bvt. Brig. Gnl. Dudly endorsed and
forwarded by me, relative to the issue of
cod fish to the troops of Gen. Dudlys Rgt.
is ________. A portion of the endorsement
of Capt. J.C. Reed Chief C.S.D.C., which
you quote in your communication deserves
some notice from me. It is as follows,
“The favorite manner of supplying the troops at
Tullahoma seems to be to send out impossible
parties to press such stores as they can from
the citizens and give informal vouchers for them”
I have no idea when or from whom Capt. Reed got his
information about the “favorite manner”
of supplying the troops at this post, but
I pronounce the statement totally without
foundation in truth. There are a few
instances of scouting parties in chasing _______
or being cut off by high water have got out of rations & forage & bring order
& compelled by General necessity who
outranks Gen. Grant have pressed
a small amt. to enable them to return.
