Dear Sir,
Your kind letter of the 23rd ult. is rec’d
& I thank you very sincerely for your
expressions of friendship which will
never be forgotten by me – I would not
tresspass further upon your valuable
time had I any other friend so
reliable & impartial as you at Washington
or elsewhere. I supposed at the time I
wrote you that the President would
appoint Military instead of provisional
govenors for the rebellious states. I
should have asked for the Military
Com. instead of the Military Governorships
of one of those states. The President
could have directed Gen Thomas
to have given me comd. of one of those
states as he did in the case of Gen
Stedman who happened to be his particular
friend & was on at Washington. Thomes has
five states in his comd which he has organized into
Departments & has placed Generals in
comd. of these Departments all of
whom I outrank except Stoneman
who bears rank of the same date with
Handwritten; 1 sheet, 2 sides of writing; white stationery with light blue lines
