Dear Sir:
I hope you will
pardon the liberty taken in thus addressing you, for
upon learning of your confirmation as Major General,
by the senate of the United States, I felt that I could
not do less than to express to you my gratification at
what I regard as so auspicious an event.
Permit me to say that I
look upon your promotion as a proud triumph of
merit and well-earned renown, over the haughty
selfishness and aristocratic exclusiveness of the
“Regular” system, in our army. It is a glorious
victory over stupid prejudice, and the “Scientific”
bigotry of “book-worm” warriors. As such I hail
it as the dawning of better days, and as another
