My Dear Sir
Since writing the
above enclosed I have seen the
President & had a special
interview with him about you.
He told me he expected to
appoint you Brigadier General, as
I made a personal appeal for it
& he was satisfied from what Lane
(who was with me) & I both said about
you that you were fit. But he
would have to appoint Tremont first.
He said up to yesterday the wills of only
5 4 Ind Regiments for the 3 yrs service badge
reached the Adjt. Genl. office. He saud
that 12 or 14 were filed, he should
expect to appoint you. He did not positively
promise; but if McClellan does not
protest agst it as I could nt think he
would, I regard it as safe
