Accepts the six Regiments of these
months men in Indiana with service
for the War – the whole, of any of
them, on the following conditions:
No officer or private is held under
obligations to make the change.
No Regiment to be received where
more than one fifth of their number
decline, of who do not muster four
fifths of a full Regiment when offered
to Gen McClellan for acceptance.
Where more than one fifth decline,
the Regiment remains in the three
months service till the end of the term.
Where less than one fifth decline
those declining are to be paid & discharged,
& their places filled by recruits as soon as
possible, the Regiment to be accepted when
four fifths full.
The President added that if more
than one fifth decline their places can be
filled by substitutes before the propper of the
Regiment is made, so as to have at least a
Regiment four fifth’s full when entered for the War. He said this was of
course understood; & he would have put this in
writing had he thought it necessary.
