Major General R.H. Milroy,
Dear Sir, I have received
your letter of the 22nd instant, in reference to
the evacuation of Winchester & also
your report. I have read your letter
& the report with great care & I am
perfectly satisfied that you did all
that a brave & loyal man could,
an able efficient & skillful officer could
do. That you did or omitted to do
nothing in the least degree of censurable but
on the contrary you & your officers &
men deserve the unqualified approb-
ation of the administration of this country.
I have seen with regret, pain, & mortifi-
cation the unjust treatment to which
you have been subjected, & the most
outrageous slanders heaped upon
you & yours but in the end, truth
will prevail & the responsibility be
fixed upon the proper person.
