I have ordered Lt. Col. Payne to pay
over (stricken: the money paid) to your Provost
Marshal the money paid him by Mrs.
Rutledge the wife of Maj. Rutledge of
the Reb. Army. I acted in this matter
in obedience to G. O. No. 73 pgf 15
(stricken: War Dept 1863&) G. O. 331. War
Dept Series 1863. This money belongs to the
U. S. as the rent of abandoned property
according to said orders. I do not
deserve the reprimand of the Genl for
doing my duty in obedience to the same.
I will continue to do my duty & traitors
will get no protection from me be they
who they may be.
