Mr. President, 


 
 
                  I have now been out of command 
 near ten months. I have suffered the great mortification  
of being relieved from comd,  in front of the enemy at the 
 most important crisis of the war and being placed in  
arrest like a felon.--The first instance since the  
organization of the Govt. of a Maj Genl being  placed 
 in arrest with the exhibition of charges against 
 him. Your Excellency knows that no cause for my harsh 
 treatment could be ascertained. Rosecrans, McCook,  
Crittenden, Ord, and other Maj Genls relieved from Comd  
 long after  I was, but without the ignominy of an arrest,  
have been restored to duty. The country believes and has 
 a right to believe from my treatment that  
I am guilty of something that has lost me confidence 
of the Govt. and every  day I am out of  Comd adds strengthen 
 to this belief and to my wrong . I believe Your Excellency 
 to possess a high sence of justice. Permit me to ask 
 you, has not injustice been done me? The comd  
 of  a little Division in the Army of the Potomac which 
 has got to fight some great battles in the campaign 
 about to commence , would be some reparation . 


 Pardon me  Mr Presdt . but I have been tried everywhere else  
when there seemed to be a hope without success, and I come 
back to you to ask Justice again.
