I am solicited by the merchants
of this place to respectfully request of
Maj. Gen. Rousseau to use his influence
or authority (whichever he may and can use
most efficiently), to have extended and
continued to them, the privalege of obtaining
and selling goods or trade permits,
which can recently, for some reason to
them unknown, been withdrawn from
them. I can say for these gentlemen,
that I know them to be genuinely loyal
to the Govt. of the U.S. some of them have
served as guides and scouts for our
armies, and have given every information
and assistance in their power to union
commanders here and, most of them have
been refugees and suffered much from
rebel persecution. There are many union
