It being reported at these head quarters that the
bread supplies at the Government bakeries of
this city & vicinity is of an inferior quality
often some badly mixed, lumpy, musty, black
or otherwise unfit for use & injurous to the health of
the soldiers & government Employees & highly
detrimental to the good of the service.
And “it being the intention of the government
to furnish flour of the most wholesome
quatity to for the use of her soldiers & Employ-
ees, and as those who purchase flour
and permitted to pay & do pay the
highest market price for good flour
and it bring therefore self evident that if
bread of a bad quality is furnished the
soldiers & employees of the government it must
be occasional by either by bad flour or
negligence and improper management
in the baking and as in either case it
betrays a criminality that warents the
severest punishment. That the infamous
sentless scoundrels who are to blame for this bad
quality of bread.
