Sir,
I have the honor to submit the following
statement.
sometime subsequent to the evacuation
of Winchester I was deprived of my command
and placed in arrest, I learned from a letter
addressed me at Baltimore by you, that this
originated in my refusal to obey my superior
officers, I asked for a court of inquiry, and on
the 4th day of August 1863, special order No 346
calling such a court was issued from the war dept. by your command.
The detail of this court as originally
constituted consisted of Maj. Gen. Hitchcock,
Brig. Gen. Barry and Brig. Gen. Abercrombie
and Capt. R.N. Scott Judge Advocate, subsequently
Maj. Gen. Hitchcock was relieved and Brig.
De Russey detailed in his place.
