ications for lieutenantcies already rejected
at the war dept. am not sanguine.
When you desired Bell appointed
on your staff, I sent you the adjutant
General’s official reply, that those two
aids you were authorized to appoint on
your staff must be selected from Lieutenants
in your brigade. I have understood
that Wm. Beand was appointed by the
governor, who is familiar with this
rule, to such a lieutenantcy to qualify
him for the place. And if so, I cannot
understand why it hsould be necessary
to appoint him to another lieutenantcy now.
