Sir:
Shelbyville being within
my command I have been making some inquiry
into the loyalty of its citizens especially
those having trade permits & authority to do business
from the fort. I was led to more particularly
examine into this matter from the fact that
I found that more salt & other goods have
been & still are smuggled through into Ala.
& into disloyal hands from Shelbyville then
from any other town outside of Nashville,
in the state of Tennessee. Nearly all of
Northern Ala. is supplied with salt & other goods around especially salt
from Shelbyville. If you examine
you will find that at lest four times as much
goods & grains you gave to Shelbyville as
are needed for that town & adjacent country.
Ms. Joseph Ramsey, your treas. agent at that
place. through a good union man is too good
natured to say no to any one. and unfortunately
his son who was a quarter master in the rebel army a long
time & only quit because he was about to be relieved to the center
