Provost Marshal’s Office,
Fifth district, Wisconson,
Green bay, Wis, Oct 28, 1863
Gen. R. H. Milroy,
General: You will pardon an old friend
and classmate for assuming the privilege of addressing
you a few words of congratulation on your successful
triumph over your enemies and accusers in the
recent Court Martial, organized and convened for
the purpose of inquiring into your conduct at the
Evacuation of, and retreat from Winchester Va.
As an old friend and associate I have watched with eager
interest your conduct and progress since I first learned
you were in the Public Service, and have felt a
curious pride in the opinion that you would not
fail to merit your “stars” and win the affection of
your fellow citizens. You have far outstripped me. I
only succeeded in earning the “Silver Leaves,” I was
unfortunate enough to receive a severe wound, fracturing
my thigh, at Williamsburg Va., disabling me from services
and compeling me to resign. I am yet on crutches ho-
ping to be able to forgo them before the expiration of
many months.
