                                December 22nd, 1862 
 
Sir: 
     A Board having been assembled in this city, by order of the Secretary of War, to “Propose amendments or changes in the Rules and Articles of War, and a code of Regulations for the Government of Armies in the field, as authorized by the laws and usages of war,” you are requested to send it, at your earliest convenience, any suggestions or ideas o those subjects, or either of them – the results of your observation and experience. 
     If your duties prevent compliance with this request, will you please acknowledge the receipt of this immediately, so that the Board may know whether to expect assistance from you;  but it is hoped the importance of the subject to the service may induce you to give it your attention.  Even a single hint or idea furnished by experience would be considered of value by the Board 
         Your prompt attention is requested.
