H.Q. Wash., Aug 13 1861
My dear Milroy,
The Secretary of War promised
me to day most positively that all our three
months Regiments should be allowed to go
home to recruit & reenlist for the War, if they
returned as promptly as you proffered.
I have not yet given up all hope
of procuring an appt. for you & shall keep on
trying. It looks now as if the proposed increase
in the Regular Army would be authorized by
Cangrefs only for the War; & if so an appt. in it
would be no better for you than your Colonelcy
in your own Reg. when reenlisted for that term.
But I shall try to get you in the old Army
if it is at all possible. I have been
discouraged by my frequent failures; but shall
keep on trying.
The Secy of War informed me that he would
appoint someone of sterling integrity & excellent
?????fs qualifications as Brigade Quartermaster for
one of the new Ind. Brigades, with rank & pay of Captain.
