Comprehensive Plan Presented to
Planning Commission

Engineering, presented the final draft
of the Greentown Comprehensive Plan
to the Planning Commission on August
21. He explained that a
Comprehensive, Plan is a planning
document, giving guidance on what
should and should not be accepted with
regard to new land developments. It is
a " blueprint" to use when developers
come to town interested in new
projects.
Public input has been achieved so far
by the appointment of a group- of
people representative of various
segments of the town. This group
sponsored a survey in the Greentown
Grapevine. Those comments are
included in the Plan. The Planning
Commission will review the Plan and
meet again August 28 to make any
suggestions or revisions which will be
incorporated into the Plan. A public
hearing will be held Sept. 25,6: 30 p. m.
in the Town Hall to receive comments
regarding the Plan.
The Comprehensive Plan states the
present view of the town and
establishes goals. It also establishes an
" area of influence" roughly two miles
out, over which the town would have
an advisory role with the county in
reviewing any development within this
area.
After adoption of the Plan by the
Town Council, work will begin on
updating zoning ordinances concerning
buildings, streets, sidewalks, etc. State
law dictates that a Comprehensive Plan
must be in place before those
ordinances can b_ e_ updated.

Bridge Washes Out
Heavy rains in a short amount of time caused the partial collapse of the bridge
in County Road 850 East ( North Meridian St.) Saturday morning, August 25.
Ike bridge is between the entrance to the fairgrounds and Sycamore Road ( 1 00
U). The Greentown Wastewater plant reported 2.7" of rain during the day
Saturday. Ted Cain, Howard County Highway Engineer/ Supervisor, said he
lidn't think the complete bridge would need to be replaced, just repaired. He
: xpects it to be open again in 2 to 3 weeks, although a determination had not been 8
nade by August 27.

School Board
Hires Attorney
The Eastern Howard School Board
ippointed Mark A. McCannTas school
tttorney with a fee of $ 125 per hour for
iervices rendered. The term began as
3f the meeting August 14 and runs

neeting of the Board, which will be
luly 2002. Mr. McCann is a partner in
he law firm, King, McCann & Scott of
Kokomo. The appointment was made
ipon the recommendation of
Superintendent, Dr. Healy.
Upon a recommendation of Dr.
3ealy, the Board voted an increasegf
6.10 to the high school student lunch

Dr. Healy requested and received
ipproval for review and study in three
lifferent areas. The first was to hire a
: onsultant to review the school
nsurance program as to ways to cut
: osts. The cost to hire a consultant is
: xpected to be between one and two
housand dollars. Due to the amount of
nsurance claims the last few months, a
ransfer of appropriations totalling
$ 85,000 was necessary.
The Board voted to hire a specialist

md Ryan, to review the corporation's
etirement plan. This study is in
esponse to a request from the State.
The third study requested was for a
facilities study to be done by an
architectural and engineering fm. Dr.
Healy explained that the purpose of the
study is to prepare priorities for
maintenance schedules and not to look
for a new project at this time. He stated
that all projects would be planned so
that they could be done from Capital
Projects Fund budget as monies are
available.
Early release dates of October 5,
November 2 1, January 1 8, February 15,
March 8, and April 26 were approved.

Comments
Mark Henry, 21 8 N. Mill St., came to
the Greentown Town Council with a
question about an alley bordering his
lot. He has maintained it with stone as
far back as his property and asked if it
was closed or open or dosed. Council
President, Roger Wolfe, told him the
alley had to be left open. The Council
told Henry Town will maintain the part
which he has been using, but that it
may not receive snow plowing.
Atthe other end of the alley, near
Maple Street, trees are preventing
utility trucks from using the alley. The
Council will look into the matter.
